A single rural district can produce one or two leads a month, which is not a business. Rather than sell that and hope, we group four to seven neighbouring districts into one territory so it clears a real monthly floor. Grouping is by region and postcode area, and a territory is never larger than one contractor could physically service.
Dense city councils are sold exactly as the government maps them. They do not need help reaching volume.
